PARISH COUNCIL THROWS FULL WEIGHT BEHIND PRINCE BISHOPS REDEVELOPMENT

The City of Durham Parish Council has thrown its full support behind the proposed redevelopment of Prince Bishops Place, backing plans to transform the ageing shopping centre into a vibrant, mixed-use destination at the heart of the city.

The scheme will see the partial demolition of upper levels of the existing centre and the delivery of new and improved retail and commercial units at high street level, alongside purpose-built student accommodation above, a new public square overlooking the River Wear, and enhanced pedestrian connections through the site.

The current application is a variation of condition scheme, building on a planning permission granted in 2024/2025 for the comprehensive redevelopment of the shopping centre. That earlier consent included a hotel as part of the mix of uses. However, following detailed viability work and engagement with potential operators, the applicant has brought forward revised proposals which replace the hotel element with additional purpose-built student accommodation, alongside design refinements to the upper levels and façades.

At its recent Planning Committee meeting this week, the Parish Council said it recognised that this evolution reflects the practical challenges of delivering a hotel on the site and ensures that a viable and deliverable scheme can come forward without delay. The revised proposals aim to respond to these challenges by creating a more flexible, mixed-use environment that supports independent retailers, introduces new public space for events and activity, and brings additional footfall into the city centre throughout the day and evening.

Speaking at the Committee meeting, Local Ward Member Coun. Rory Handy, said: “This is a real once-in-a-generation opportunity to reimagine one of Durham’s most prominent city centre sites. The original consent established the principle of redevelopment, and this updated proposal ensures the scheme can be delivered. By adapting the mix of uses to reflect market realities, it provides a credible route to transform the retail landscape of the City. The proposals will open up the site and create a high-quality public square as well as hopefully supporting a more diverse retail offer. The inclusion of purpose-built student accommodation to the upper floors of the site will help to strengthen the full use of the site in a highly sustainable, central location”.

He added: “The Parish Council and partners are set to deliver a superb range of events across the City this year at a time when we are already hearing that footfall is growing; making Durham the vibrant visitor destination it should be. This is a really exciting new chapter for our City and we wish the applicants every success with the development stage.”

The Parish Council’s position gained further backing, including from Durham MP Mary Kelly Foy, who has expressed her continued support for the scheme. In a letter to planners, Ms Foy described the existing centre as “a prime example of an outdated retail model” and said the plans “offer a future for the site that will ensure that it remains a key part of Durham City Centre.” She also welcomed the creation of a new public square and the move to a mixed-use approach, noting that the inclusion of student accommodation represents “a pragmatic solution to ensure the entire scheme remains viable.”

The Parish Council believes the revised proposals strike the right balance between respecting Durham’s historic character and responding to the changing needs of the city. By building on an extant planning permission and addressing viability challenges through a deliverable mix of uses, the scheme is seen as a realistic and necessary step toward revitalising Prince Bishops Place and ensuring it continues to play a central role in the life of Durham for years to come.
